The amendment proposal to the Constitution 99/2011 of the Evangelical Parliamentary Front and its implications in the brazilian lay State

The objective of this article is to analyze the Proposition of Constitutional Amendment 99/2011 and then to do a discussion about the implications of this proposal to the Brazilian secular state. To achieve the proposed objectives, we performed an analysis about the contents and progress of the PCA 99/2011, the positions of the involved actors in the debate and the proposal’s implications to the secular state. As a result, we believe that the proposal, submitted by the President of the Parliamentary Evangelical Front, while permitting the creation of guarantees to the preservation of freedom of worship, also creates some tension to the limits of the state’s secularity and its procedure suggests that the legislative process has not yet adequately faced the problematization of such tension.Downloads
