Organization of pedagogical work for the social reintegration of adolescents serving a socio-educational measure in freedom

Abstract

The National System for Socio-Educational Assistance (SINASE, acronym in portuguese) regulates the execution of socio-educational measures for adolescents who commit offenses, defining the responsibilities of the federal entities and the socio-educational and re-socializing nature.  Resolution No. 3/2016, in turn, guides the organization of pedagogical work at the Specialized Social Assistance Reference Center (CREAS, acronym in portuguese), aiming to build educational practices that promote the integral development and social reintegration of adolescents. This paper aimed to understand and analyze the organization of pedagogical work, and the socio-educational measures applied to adolescents in a CREAS located in a municipality in the state of Paraná. To do this, a descriptive and explanatory study was carried out, with a qualitative approach, using the methodological procedures of bibliographical and field research with document analysis and the application of a questionnaire directed at the institution's socio-educational professionals. The study was based on the theoretical references of Critical-Historical Pedagogy concerning the concept of education and pedagogical work. This perspective recognizes social inequalities and seeks the reintegration, awareness, and transformation of adolescents, highlighting the importance of the school as a democratic space for the construction of systematized knowledge. The results highlight the lack of a pedagogical structure at CREAS, the lack of a professional in the area on the team, and intersectoral actions for the success of socio-educational measures. It is concluded that the inclusion of a pedagogue and the structuring of pedagogical work, based on Historical-Critical Pedagogy, are essential to ensure the effectiveness of socio-educational measures and the social reintegration of adolescents.
