Social dialogue between enterprises, unions, the state, and job seekers: a study on PlanSeQ program

The aim of the paper is to analyze a case of employment placement and professional training held by a public program named PlanSeQ (Sectoral Plan for Labour Upskilling), operated by a municipality in the Greater São Paulo. The first section highlights the coordination of collective actors and the practice of tripartite social dialogue. In the second section a brief presentation of the dual labour market theory is provided. Then a more detailed analysis of the rationale for each of the actors involved in the consultation - companies, unions and people in search of job - is offered. Findings are based on interviews with participants in the public program and on the direct observation of Municipal Employment Committee meetings. The article concludes that social determinants are at the root of tensions and misunderstandings that deviate from the aimed goal, i.e. the incorporation of a vulnerable population into wage condition.
