Open Educational Resources and digital accessibility in higher education: bibliometric and qualitative analysis of international scientific production (2014-2024)

This article analyzes the international scientific production on Open Educational Resources (OER) and digital accessibility in higher education from 2014 to 2024. The investigation combines two methodological approaches: a bibliometric analysis conducted in the Scopus and Web of Science databases, using VOSviewer and Bibliometrix/R software, and a qualitative content analysis, according to Bardin, of the most cited articles in the corpus. The theoretical framework articulates the concept of Technological-Pedagogical Fluency with the principles of Universal Design for Learning, arguing that the mere technical openness of resources does not guarantee accessibility for students with disabilities. Bibliometric results reveal an expanding field, yet concentrated in few countries and with scarce production specifically focused on accessibility. The qualitative analysis identifies the predominance of assistive adaptation models over universal design approaches in the mapped OER. It is concluded that the international OER agenda needs to incorporate accessibility as a constitutive principle, rather than a subsequent adjustment, especially in higher education, where the presence of students with disabilities has grown significantly.
