Assessments of quality in education play a fundamental role in enhancing education by providing support to schools, school communities, and educational networks. In the context of special education in Brazil, there is little discussion about the quality of the educational inclusion process for this demographic. Thus, this research's primary objective is to propose an assessment tool for evaluating the quality of the inclusion process for special education students in the Brazilian context. To achieve this goal, we analyzed and described internationally recognized assessment instruments for inclusive education, identifying appropriate dimensions and indicators to guide the evaluation and align with Brazilian educational guidelines. From the documentary research, twelve dimensions of quality were identified: Inclusive school culture, Community involvement, Accessible and safe environments, School curriculum, Professional performance, Professional training, Management and organization, Student support, Resources to finance inclusion, Legislation, Student participation, and Planning for continuous improvement. For each dimension of quality, specific items were proposed to facilitate its evaluation. The final assessment tool comprises a total of eighty items.
