The foreign policy of Andrés Manuel López Obrador: the president's role and the delegation to bureaucracies

Abstract

Mexican foreign policy (PEM) has remained constant since the 20th century, emphasizing relations with the United States and a liberal economic orientation, influenced by right-wing presidents and structural factors. However, the end of the long rule of the Institutional Revolutionary Party has rekindled debate over possible changes. This article examines PEM from 2019 to 2023, a period characterized by transformational expectations under Andrés Manuel López Obrador's (AMLO) presidency. Using a theoretical framework grounded in the core tenets of foreign policy analysis and a qualitative case study methodology, this study draws on both primary and secondary sources, evaluated through interpretative content analysis. We place special emphasis on AMLO's management, scrutinizing his potential impact, the delegation of responsibilities to specialized bureaucracies, and the modifications in foreign policy. We argue that, on one hand, AMLO adopted a predominantly pragmatic profile on structural issues, such as relations with the U.S., where he chose to leverage bureaucratic competence and maintain continuity. On the other hand, in spheres of greater autonomy, such as relations with Latin America and the Caribbean, he adopted more ideological positions, though instrumentalizing them to please his domestic base. Despite expectations, AMLO has not yet brought about revolutionary changes in foreign policy, with structural factors being decisive in the outcome.

Author Biographies

Marcela Franzoni, Centro Universitário Belas Artes de São Paulo

Professor of International Relations at the Centro Universitário Belas Artes de São Paulo and the Instituto Brasileiro de Mercado de Capitais (IBMEC). PhD (2022) and MA (2018) from the San Tiago Dantas Graduate Program in International Relations (UNESP/UNICAMP/PUC-SP) and graduated in International Relations from the Federal University of São Paulo (2015). With a scholarship from FAPESP, she was a Visiting Graduate Student at the Center for Iberian and Latin American Studies (CILAS) at the University of California, San Diego (UCSD). During her master's degree, she did a research internship at the Faculty of Political and Social Sciences of the National Autonomous University of Mexico (UNAM) and, during her undergraduate studies, she did an exchange program at the University of Coimbra. She is the coordinator of Data Venia, the journal of the International Relations course at the Centro Universitário Belas Artes de São Paulo. Researcher at NEAI and ODR.

Italo Beltrão Sposito, Federal University of Tocantins

Italo Beltrão Sposito has been a professor at the Federal University of Tocantins (UFT) in the Bachelor's Degree in International Relations since 2015, having been the course coordinator between 2016 and 2018. Since 2022, he has been president of the course's Structuring Teaching Nucleus. His education includes a master's and doctorate in International Relations from the Institute of International Relations (IRI) at the University of São Paulo (USP), having received a FAPESP scholarship. He has a specialization in Latin American Integration from the Federal University of Paraná (UFPR) and a bachelor's degree in International Relations from São Paulo State University (Unesp). He was a Visiting Professor at the International Studies Program of the Universidad de la Republica (UdelaR), Uruguay, during his post-doctorate (2019-2020). He also worked on international academic mobility and higher education internationalization projects at Unesp's Foreign Relations Office (AREX) between 2012 and 2015. He was the representative of the Northern Region in the Forum of Coordinators of the Brazilian Association of International Relations (ABRI), between 2017 and 2018, and, since 2023, he has been vice coordinator of the Thematic Area of Foreign Policy Analysis. He researches in the sub-areas of Foreign Policy Analysis, Comparative Politics and Research Methodology.
