Do governo à governança: uma análise histórica e conceitual

Nas últimas décadas, o conceito de governança tem assumido papel central nas discussões sobre administração pública e políticas públicas, especialmente diante das transformações econômicas, sociais e institucionais que desafiam os modelos tradicionais de governo. O objetivo principal deste artigo é compreender a construção histórica do conceito de governança e sua relevância no contexto contemporâneo. Para isso, foi realizada uma revisão de literatura fundamentada em autores clássicos e contemporâneos, além de documentos de organismos multilaterais que contribuíram para a difusão do termo. A estrutura do artigo está dividida em dois capítulos: o primeiro examina a trajetória histórica do conceito; o segundo analisa suas configurações atuais e as implicações para a gestão pública. A análise revela que a governança ganha destaque por sua capacidade de articular diferentes atores e lógicas em processos decisórios complexos, sendo concebida como um fenômeno relacional que envolve negociação, cooperação e interdependência entre agentes públicos, mercado e sociedade civil. As interpretações contemporâneas reconhecem a complexidade, a ambivalência e os conflitos inerentes aos arranjos policêntricos de decisão, refletindo as múltiplas dinâmicas que permeiam as relações institucionais na atualidade.
