Strategic intelligence and national defense: threat identification in complex environments

Abstract

This article analyzes Strategic Intelligence as an essential support tool for National Defense, emphasizing its usefulness for the identification, assessment, and prioritization of threats capable of affecting sovereignty, national interests, and the State’s freedom of action. Qualitative and documentary in nature, the study is grounded in specialized literature and Brazilian normative frameworks related to intelligence and defense. It first presents a conceptual and argumentative basis aimed at understanding intelligence as a state activity, as well as its main functional categories, especially the strategic, defense, and military dimensions. It then examines the relationship between intelligence, security, and defense, highlighting the centrality of anticipation, timely warning, and threat identification for the preparation and employment of military power. Finally, it discusses the impacts of technological transformations in the information domain on intelligence activity in support of defense, emphasizing the effects of the exponential growth in data availability, connectivity among actors, the acceleration of information flows, and the increasing sophistication of technical processing tools. The article concludes that these transformations do not invalidate the traditional foundations of intelligence activity, but rather place pressure on its operational, methodological, and temporal bases, reinforcing the need for intelligence support capable of producing strategic discernment and situational awareness with timeliness, relevance, and analytical rigor.
