The article aims to compare the proposals by Ha-Joon Chang and Douglass North in what concerns the construction of an institutionalist theory of development. Although the approach of the authors is directed to similar subjects as economic development, institutions and theory of state, there are theoretical differences between the conceptual framework by Chang and by North. The main distinction between the authors relates to their respective ontological branch. Chang suggests a return to the old institutional school, proposing the elaboration of an alternative scientific research program to the so called neoliberal paradigm, whose theoretical instrumental is the neoclassical one. North aligns himself to the new institutional school, in which his proposal is to broaden the set of problems considered in the neoclassical scientific research program.
