The United States intervention in Somalia (1992–1995): the limits of peace enforcement and its impacts on the Somali State

The United States intervention in Somalia between 1992 and 1995 became a landmark in the transformation of post–Cold War peace operations and an example of their contradictions. Initiated with Operation Restore Hope, authorized by the United Nations to ensure the distribution of humanitarian aid, the mission quickly acquired a coercive character with UNOSOM II, when the use of force came to be employed in the context of a civil war. This study therefore aims to critically analyze the United States intervention in Somalia (1992–1995), examining its causes, the manner in which it unfolded, and its impacts on the Somali state. Methodologically, it adopts a qualitative approach based on the analysis of primary sources, such as UN reports and the United Nations Charter, as well as a review of academic literature. The results indicate that the Somali experience revealed the contradictions of humanitarian intervention, marked by the increasing use of force and by a lack of understanding of local dynamics.
