Capacidades humanas e inovação: fundamentos da autonomia tecnológica no Sul Global

Este artigo analisa a relação entre formação de capacidades humanas, capacidade de inovação e autonomia tecnológica no Sul Global, considerando suas implicações para a defesa e a segurança. Parte-se do entendimento de que as assimetrias científicas e tecnológicas decorrem não apenas da disponibilidade de recursos ou de potencial humano, mas também das condições para desenvolver e incorporar capacidades aos sistemas científicos, institucionais e produtivos. Por meio de ensaio teórico apoiado em revisão narrativa da literatura, discutem-se capacidades cognitivas relacionadas à inovação e abordagens educacionais que podem favorecer seu desenvolvimento. Sustenta-se que a formação dessas capacidades é necessária, mas insuficiente para produzir inovação ou capacidade tecnológica. Como contribuição analítica, são propostas duas categorias. A conversão sistêmica descreve o processo pelo qual capacidades humanas e conhecimentos distribuídos entre indivíduos são incorporados, articulados e acumulados por instituições, redes e estruturas produtivas. A capacidade efetiva de escolha compreende a autonomia tecnológica como a existência de condições concretas para definir prioridades, avaliar dependências, absorver e adaptar conhecimentos externos, desenvolver alternativas e preservar capacidades próprias em áreas estratégicas. A autonomia depende da articulação entre esses processos: da conversão das capacidades humanas em capacidade científica e tecnológica acumulada e de sua expressão em alternativas estratégicas reais. Conclui-se que a formação humana integra uma infraestrutura de longo prazo cuja contribuição para a autonomia depende das condições que possibilitam sua conversão em capacidade coletiva de inovação e aprendizagem tecnológica.
