Abstract

This paper aims to analyze the possibility of bringing together international cooperation partnerships between Russia and Latin American countries within the scope of ECLAC, and to what extent they meet the Commission's assessment premises. It seeks to answer if there is a possibility of associating projects from the new impulse of cooperation between Russia and the Latin American countries to the organization’s scope. The preliminary hypothesis of there search indicates that Russia is able to present itself as an important partner to the Latin American and Caribbean countries in both economic and political-strategic terms, and that such relationship can serve as an opportunity to leverage international technical cooperation that supports the economic, social and / or environmental development of the countries involved. In order to develop the research, the analysis of three analytical, successive and complementary steps was considered: i) an analysis of ECLAC analysis and its framework of thinking economic development in the countries; ii) ECLAC's vision on technical and international cooperation as a lever for development; iii) Russia as a partner for the Latin American and Caribbean countries, in historical perspective and in the current conjuncture. There are few studies which link the themes here discussed, therefore the importance of producing new knowledge and views about it. It will be seen at the end of there search hat Russian strategic geopolitical interests in the region should be better exploited as new opportunities for the development of Latin America.
