The 2nd Thematic Dossier (2026), entitled “Defense and Public Security in the Global South: Governance, Capabilities, and Strategic Autonomy”, seeks to gather interdisciplinary research and reflections that expand critical understanding of defense processes, institutions, and strategic dynamics in the Global South.

The dossier encourages contributions based on empirical data, comparative studies, qualitative and quantitative approaches, as well as theoretical perspectives that address the challenges of strategic autonomy and security in peripheral contexts.

 

Suggested Topics

Submissions may address, but are not limited to, the following themes:

  • Governance models of defense and public security in Global South countries
  • Civil-military relations, democratic control, transparency, and accountability
  • Defense industry, military production chains, and technological innovation
  • Emerging strategic capabilities: cyber defense, artificial intelligence, autonomous systems, armored vehicles, and drones
  • South–South military and public security cooperation, strategic partnerships, and defense diplomacy
  • Peace operations, international engagement, and foreign policy in defense and public security
  • Hybrid threats, terrorism, transnational crime, and maritime security
  • Environmental and climate security in the context of global transformations
  • Decolonial perspectives and critical epistemologies on defense and public security
  • Regional case studies and international comparisons within the Global South
  • Public Security Federalism and Multilevel Governance in the SUSP: federative integration, institutional roles, challenges, and international comparisons
  • Protection of Fundamental Rights, Military Citizen Security, and the Doctrine of Progressive Use of Force: paradigms of democratic policing, accountability, and human rights
  • Institutional Innovation, Military Professionalization, and Police Science: military higher education, military legal careers, results-based management, and organizational transformation
