Differences and connections: a reflection on public policies and social policies

Abstract

The article analyzes conceptual and functional aspects between Public Policies and Social Policies, highlighting their interrelations and relevance to Social Work. Although sometimes treated as synonyms, these categories present specific distinctions: Public Policies encompass state actions and decisions aimed at addressing social demands, while Social Policies constitute a segment of these policies, focusing on the guarantee of rights and collective well-being. The discussion, developed through a bibliographic review, emphasizes the importance of understanding these differences for the practice of social workers, who operate in this field as mediators between the State and society. The findings indicate that distinguishing these concepts is essential for guiding the planning, implementation, and evaluation of policies, ensuring greater effectiveness and equity. It is concluded that Social Policies represent one branch of Public Policies, but not all Public Policies can be characterized as social, making this distinction essential for strengthening social protection and citizen participation.
