A new generation of Social Security: theory behind the fight against poverty in large developing countries

As a result of policy experiences in developing countries, the field of Social Security developed into the broader concept of Social Protection. Besides the traditional pension systems aimed at formal sector workers, Social Protection encompasses the entitlement of non-contributive benefits (tranfers) to low-income individuals. Focalized programs based on income transfers are considered here as a “new-generation” form of social security, for its purpose of conciliating poverty reduction and economic development as objectives. The first part of this article recovers some of the main theories on poverty and development emboldened in the late 20th century, pointing out their effects in conceiving the new generation of social security. The second part of the article presents the institutional design of seven Social Protection programs in four countries (Brazil, China, India and South Africa), in order to suggest hipotheses for further research on the effectiveness of the new generation of social security in developing countries.Downloads
