O Sul Global e o dilema da segurança: ameaça doméstica e vigilância cibernética

Résumé

Este trabalho analisa em que condições os Estados parte do Sul Global direcionam suas capacidades cibernéticas para o controle doméstico em vez da projeção externa de poder. Assim, o ponto de partida é a divergência entre o que a literatura de poder cibernético espera de uma potência e o emprego efetivamente observado na região, marcado pela vigilância de opositores políticos e da imprensa e pela interrupção de serviços de internet em momentos de instabilidade política. A justificativa proposta articula tanto a teoria da securitização, quanto a teoria dos complexos regionais de segurança para explicar esse tema através da sociologia histórica da formação do Estado, sustentando que, na ausência de um rival estatal recíproco capaz de securitizar o inimigo externo, e onde o aparato coercitivo foi historicamente construído para o controle interno, a capacidade cibernética é dirigida ao plano doméstico. Por meio de análise qualitativa comparada, examinaram-se três casos de ameaça predominantemente doméstica (Brasil, México e Etiópia) e o caso Índia-Paquistão, tomado como contraste por reunir uma rivalidade interestatal recíproca. Os resultados indicam que, sem um rival estatal externo, o uso documentado da capacidade cibernética tem sido doméstico, enquanto que Índia-Paquistão ativou também um vetor externo, sem abandonar o interno. Por fim, este artigo contesta a tese do déficit cibernético do Sul Global e reorienta o debate da magnitude das capacidades para a finalidade do seu emprego e para os mecanismos de controle necessários.
