Brazilian diplomacy and technological autonomy: from the 2005 GGE to the 2025 OEWG and AI governance

Resumen

This study examines the extent to which Brazilian foreign policy has strengthened technological autonomy amid the expansion of global digital governance. It argues that Brazil pursues a pragmatic autonomy strategy: gaining normative prominence in multilateral cybersecurity and artificial intelligence forums while simultaneously reducing its dependence on external infrastructure and suppliers at the same pace. To test this claim, this study proposes a second-generation exploratory Digital Sovereignty Index, building on the GEPSI framework with a focus on longitudinal autonomy dynamics, built from open-source data, structured into five sub-indexes, and calculated for three time points (2005, 2015, and 2026). The analysis combines longitudinal measurements, document analysis, and historical narrative analysis. The results confirm a persistent asymmetry: normative autonomy advances substantially faster than technical-corporate autonomy, supporting a broader argument about the limits of diplomatic agency for semiperipheral states.
