Diplomacia brasileira e autonomia tecnológica: do GGE de 2005 ao OEWG de 2025 e à governança da IA

Resumo

O Brasil exerce liderança normativa internacional em temas do ciberespaço, impulsiona o BRICS no desenho da governança da Inteligência Artificial e é o país da América do Sul com nível mais alto nos índices internacionais de cibersegurança, mas depende de empresas estrangeiras para disponibilizar seus dados públicos em nuvem e é exposto a riscos pela dependência de cabos submarinos e data centers no exterior. O artigo argumenta que o Brasil pratica uma estratégia pragmática de autonomia tecnológica: busca o protagonismo normativo nos regimes multilaterais, enquanto promove ações para alcançar o nível essencial de soberania cibernética. O argumento é examinado por meio de um Índice de Soberania Digital, construído a partir de dados de fontes abertas, estruturado em cinco subíndices e calculado para três pontos temporais (2005, 2015, 2026), que quantifica a assimetria estrutural entre o ativismo normativo e a dependência da infraestrutura.

Possui graduação em CIÊNCIAS MILITARES pela ACADEMIA MILITAR DAS AGULHAS NEGRAS (1990) e mestrado em CIÊNCIAS MILITARES pela ESCOLA DE COMANDO E ESTADO-MAIOR DO EXÉRCITO (2006). Tem experiência na área de Defesa, com ênfase em Cibernética, Inteligência, Comando e Controle, Planejamento Estratégico e Relações Internacionais.
