Encontros imperiais na cooperação internacional: bases para uma reflexão teórica

Este artigo analisa a cooperação internacional para o desenvolvimento (CID) como um espaço de encontros imperiais, no qual se atualizam e se reconfiguram continuidades históricas entre antigas metrópoles, países periféricos e novas potências do Sul Global. Partindo de uma abordagem interpretativa e teórico-conceitual, o texto argumenta que a CID opera como um dispositivo de poder que produz classificações, racionalidades e hierarquias ancoradas em lógicas coloniais, ainda que se apresente por meio de linguagens de solidariedade, parceria ou desenvolvimento. A análise concentra-se em três dimensões estruturantes do campo, categorias da Assistência Oficial ao Desenvolvimento (AOD), relações bilaterais doador–receptor, métricas e projetos de mensuração internacional, entendidas como espaços nos quais as assimetrias imperiais são produzidas, negociadas e legitimadas. Metodologicamente, trata-se de uma investigação qualitativa de caráter interpretativo, baseada em reconstrução histórica, problematização conceitual e análise crítica de dispositivos que organizam a CID. O artigo contribui ao demonstrar que a CID não se reduz a um mecanismo técnico de alocação de recursos, mas constitui uma tecnologia de poder que reencena e reinscreve continuidades imperiais no presente.
