Public entrepreneurs acting in the program formulation to support youth development

The main objective is to comprehend the acting of public entrepreneurs in the public policy formulation stage which resulted in a Training and Digital Experience Center in Belo Horizonte, Minas Gerais, Brazil. The context of the creation of such a center is the implementation of the State Program for Results (EPR) that gave rise to positions of Public Entrepreneurs (PEs), high professional technical and management level, hired to support the projects and government programs. The content analysis technique was applied from data collected in bibliographies, documents and interviews with PEs who participated in the formulation stage of this public policy in the city of Belo Horizonte. As results, it was evident that although the Public Entrepreneurs are good performers of public policy, they are not necessarily good makers. Nevertheless, credited the results of public policy to the networks training capacity, innovation and focus on the results of these professionals.Downloads
