Da “Última Ceia” ao choque de atrição: Indústria de Defesa e Sul Global (1993–2025)

Résumé

O artigo analisa as transformações estruturais na base industrial de defesa global entre 1993 e 2025, com ênfase no contraste entre o padrão de produção consolidado no pós-Guerra Fria, marcado pela otimização financeira, eliminação de redundâncias e reorientação para sistemas de alta tecnologia e baixo volume, e as exigências reveladas pelo conflito de alta intensidade na Ucrânia a partir de 2022. Argumentamos que a consolidação inaugurada pelo Last Supper de 1993 produziu uma base industrial tecnicamente sofisticada, porém estruturalmente incapaz de responder à atrição em larga escala, gerando uma janela de oportunidade sistêmica para produtores do Sul Global. Com base em dados primários do SIPRI Arms Transfers Database (1993–2025), aplicamos o método de Bai e Perron (1998; 2003) para identificação endógena de quebras estruturais e o Teste de Chow (1960) para verificação de hipóteses em datas de interesse teórico. Os resultados indicam que a ascensão do Sul Global, Coreia do Sul, Turquia, Índia e Brasil, é uma tendência estrutural de médio prazo (β = 0,171 pp/período, R² = 0,887, p < 0,0001), com quebras de regime identificadas pelo Bai-Perron em 2007 e 2017. O Teste de Chow confirma quebra estrutural significativa no ponto 2018–2022 (F = 5,85, p = 0,008), com aceleração do coeficiente angular de +88%. O processo não constitui inversão da hierarquia de Krause (1992), mas sua fragmentação funcional: o Norte Global retém a fronteira tecnológica nos segmentos exquisite, enquanto o Sul Global avança nos nichos de volume, custo e disponibilidade.
