Arquitetura dual com HAPS para defesa, segurança e soberania na Amazônia

A Amazônia apresenta desafios singulares relacionados à vigilância territorial, ao monitoramento ambiental, à conectividade e à proteção de infraestruturas críticas, exigindo soluções tecnológicas capazes de atender simultaneamente a demandas civis e militares. Neste contexto, o presente artigo analisa o potencial das plataformas estratosféricas de alta altitude (High Altitude Platform Stations – HAPS) como infraestrutura de uso dual para Defesa, segurança e desenvolvimento na Amazônia. A pesquisa adota abordagem qualitativa, baseada em revisão narrativa estruturada da literatura e análise documental de normas técnicas, instrumentos regulatórios e mecanismos de fomento nacionais e internacionais. Os resultados indicam que a integração entre HAPS, satélites de órbita baixa (LEO), sensoriamento distribuído, inteligência artificial embarcada e criptografia pós-quântica constitui uma arquitetura tecnologicamente consistente para ampliar capacidades de monitoramento, comunicações resilientes e processamento distribuído de dados. Além disso, evidenciam que a convergência entre instrumentos de fomento, Base Industrial de Defesa e o ambiente de inovação da Zona Franca de Manaus cria condições favoráveis ao desenvolvimento nacional dessa capacidade. Conclui-se que plataformas HAPS apresentam potencial para consolidar uma infraestrutura estratégica de uso dual, contribuindo simultaneamente para a soberania tecnológica, a proteção da Amazônia e o desenvolvimento regional.
