Evaluation of the results of the Action Plans for the Prevention and Control of Deforestation from the perspective of traditional peoples and communities of the Amazon

Abstract

This study analyzes the relationship between public policies and traditional peoples and communities in the Legal Amazon region, highlighting the challenges of recognition, social participation, and the enforcement of rights. It starts from the observation that these communities play a central role in environmental conservation and the maintenance of sustainable cultural practices, yet they still face institutional weaknesses. The research aims to understand how the Action Plan for the Prevention and Control of Deforestation (PPCDAm) addresses (or neglects) the socio-environmental demands of these groups. The methodology employed was Thematic Analysis applied to official documents from the five phases of the PPCDAm. The discussions point to advances in deforestation control and environmental governance but reveal gaps regarding the guarantee of territorial rights, social participation, and access to effective public policies. The results indicate that, although the PPCDAm represents an innovative strategy for combating deforestation, it has not effectively met the needs of traditional peoples and communities, showing four socio-environmental critical points. It is concluded that there is a structural tension between discourse and practice, requiring greater integration between environmental and social policies to strengthen socio-environmental justice and the recognition of traditional ways of life in the Amazon.
