International Public Relations as an instrument of brasilian foreign policy: the case of the Tehran Declaration

The Tehran Declaration was a tripartite agreement signed by Brazil, Turkey and Iran that sought to regulate the Persian country's uranium enrichment and, consequently, resolve the
uproar generated by its nuclear program. The document, signed in May 2010, turned out to be
a milestone in the “active and proud” foreign policy undertaken by Foreign Minister Celso
Amorim in the two presidential terms of Luiz Inácio Lula da Silva. In this article, the performance of the Brazilian delegation in this episode is analyzed from the perspective of
International Public Relations, a communication process used by diplomats with the aim of
building a positive public image of their countries in international public opinion. With the results, it is expected to contribute to the understanding of the leading role achieved by Brazil in the international scenario in the past decade.
