Marketplaces: a comparative study of Federal Government public purchasing portal and international experiences

Abstract

The use of Marketplaces to assist in the public purchasing process has become common in the international context, as they provide greater agility, transparency and economy of government purchases in countries that adopt it as a locus of public purchasing. Brazil recently launched the Federal Government’s Public Procurement Portal, seeking to improve the purchasing process. In this sense, will the model adopted by the Federal Government be able to obtain the results already achieved by other countries? Are there points that need to be better developed in the Brazilian model? Considering these concerns, this research aims to carry out a comparative study between the Brazilian purchasing platform and an international platform, to identify the main aspects of the platforms studied. In addition to Comprasnet, an international experience that is recognized for its efficiency, Prozorro, was selected. Aspects of the institutional structure of the country where the platform is used, business model, implementation process and main results obtained from the implementation of the platform were compared. The analysis indicates that Prozorro presents better results in terms of agility, transparency and economy, however Comprasnet also contributes to increasing transparency, competitiveness, economy, procedural agility and replacing in-person auctions with electronic ones.

He is currently Associate Professor B in the Department of Administration at the State University of Londrina and in the Master's Program in Administration - PPGA/UEL. Acts as an Ad Hoc reviewer for funding bodies with Fundação Araucária and National Research Council - CNPq. He is a member of the Advisory Committee for the Area of ​​Applied Social Sciences of the Araucária Foundation to Support Scientific and Technological Development of the State of Paraná. Participates as a member of the editorial board of the periodicals RELISE - Revista Livre de Sustentabilidade e Empreendedorismo, Caderno de Administração (UEM) and Revista Eletrônica Científica of CRA/PR. I am a sociologist from the University of Buenos Aires (1991), a master's degree in Sociology from the Faculty of Philosophy, Letters and Human Sciences (1995) and a PhD in Sociology from the University of São Paulo (2000) and a Post-Doctorate in Electronic Government from the University of São Paulo ( 2003). I have been working in a pioneering way with innovation for the public sector, helping the first level of the government in Latin America to rethink the State. I have worked on several occasions with presidents, ministers, governors and secretaries of State to reformulate public policies from planning to monitoring results. I also worked with several international organizations, with emphasis on the OAS, IDB and the World Bank. I have developed several methodologies and several indicator systems, which allows me to build teams and train them quickly and efficiently, guaranteeing the quality of the services provided. I founded e-Strategia Publica in 2004 and since then I have held the role of CEO. I also have several volunteer activities that aim to supplement my performance. Among them, the Public Procurement Brazil project can be highlighted and from August 2017 I created the Permanent Innovation Forum for the Public Sector at Fundação Getúlio Vargas. In academic terms, I can highlight my work as founder and coordinator of the first Brazilian Think Tank focused on innovation for governments - Ned-gov (Center for Studies on the Development of Innovation Policies for the Government) between 2001 and 2005. I am a professor in Specializations and MBAs, at Fundação Getúlio Vargas, Fundación Ortega & Gasset and Universidad Francisco Cela, both in Spain. All these experiences led me to coordinate work in more than 15 Brazilian states and several countries in Latin America and Europe, including Argentina, Chile, Ecuador, Peru, Costa Rica, Honduras, Nicaragua and Spain. I have been a speaker at more than 100 national and international events, written several books and more than 100 articles.
