Use of organizational knowledge assessment (OKA) to analyze knowledge management in a public sector organization

Abstract

Knowledge Management is increasingly becoming important to enable organizations to sustain competitive advantages and increase the efficiency of their processes. As part of this process, it is increasingly necessary to identify an organization’s level of Knowledge Management (KM). To achieve this, public sector organizations must undertake exercises to diagnose their KM practices, as a means of evaluating and improving the quality of their information. This paper deals with the issue of KM in Public Administration, specifically in a Civil Defense Secretariat, with the specific objective of quantifying KM practices using the OKA Method. This method has been developed to identify the KM status of an organization by administrating a questionnaire containing 199 questions to collect data on metrics developed to measure each of the dimensions of knowledge management. The results show that this organization needs to promote implementation and dissemination of KM practices, encouraging information flows, facilitating communication, targeting alignment of strategies, and defining common objectives with all employees.Knowledge Management is increasingly becoming important to enable organizations to sustain competitive advantages and increase the efficiency of their processes. Possui graduação em Ciência da Computação pela Universidade do Sul de Santa Catarina (1999). Professor da Faculdade Capivari de Baixo/SC. Mestre em Administração pela Universidade Vale do Itajaí, tem experiência na área de Ciência da Computação, com ênfase em Ciência da Computação, atuando principalmente nos seguintes temas: tecnologia da informação, marketing, sistemas gerenciais, micro-empresas;sistemas de informação, Rede de Valor e Gestão do Conhecimento. Coordenador do Curso Técnico em Informática Programação Web da Fucap. Avaliador da Revista Cesumar.Mestre em Administração pela UNIVALI, professor da Faculdade Capivari e UNIASSELVI.

Possui graduação em Engenharia de Produção Mecânica pela Universidade Federal de Santa Catarina (1996), mestrado em Engenharia de Produção pela Universidade Federal de Santa Catarina (1999) e doutorado em Engenharia de Produção pela Universidade Federal de Santa Catarina (2006). Atualmente é professor titular da Universidade do Vale do Itajaí (UNIVALI) no curso de graduação em Administração e no Programa de Pós-graduação em Administração. Tem experiência na área de Engenharia de Produção, com ênfase em Planejamento, Projeto e Controle de Sistemas de Produção, atuando principalmente nos seguintes temas: gestão de custos, administração financeira, avaliação de desempenho, gerenciamento de processos, balanced scorecard e logística e operações.
